    ACTION ITEMS

    • Minutes: The board unanimously approved the meeting minutes from the October 21, 2021 board meeting.
    • Adopt Policies: GOV 108, ADN 301, CMR 902, & CMR 903: Executive Director Thomas McGregor reported the policies have been updated to using OSBA recommended language and reflect changes made in the legislative session. Board Members April Hamlin and Laurie Newton have reviewed the changes and have recommended that the language is revised with trauma informed language. Thomas advised he will review those suggestions and run it through our legal team prior to implementation.The board unanimously voted to adopt the policies with the note that they will be further reviewed to include revised trauma informed language.

    REPORTS

    • Quarterly RPS Board of Directors Report:
    • Thomas reported that he and Principal Brandy Osborn presented their quarterly charter school report to the RPS Board of Directors on 11/17/21.Brandy added that the majority of the data in this report centers on attendance rates but once data on additional reporting points will be shared once the information is released by ODE.
    • RPS Board Director Rev. Howard Johnson thanked the team for helping students reach their educational goals despite challenges. Rev. Johnson added that he appreciates the more frequent reports to the RPS Board as it helps them to understand if the data points are showing a spike or a trend so that they may respond appropriately.

    Principal's Report:

    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 192 students.
    • 2021-22 School Year Operations: Brandy shared that our attendance rate is currently averaging 60%.We are actively working on re-engaging students and COVID-19 quarantines remain a factor in attendance rates.
    • Brandy shared that we continuing to address high occurrences of negative student behaviors and we are still seeing suspensions.Brandy reported that we are ending trimester one with a feast and student activities. Brandy shared that end of term grades will be posted shortly and72% of 10th graders, 79% of 11th graders, and 69% of 12th graders are earning credits at 6 credits per year and are on track to graduate.     ACTION ITEMS

    • Minutes: The board unanimously approved the meeting minutes from the September 16, 2021 board meeting.
    • Adopt the 2021-22 Charter Budget Update: Executive Director Thomas McGregor reported an update to the Charter School Budget. The ADM rate was amended from the previous forecast due to fluctuations with the RPS total district ADM. The board unanimously voted to adopt the updated Charter School Budget.
    • Adopt the 2021-22 Charter Service Agreement: Thomas shared the Charter Services agreement with the board and noted an increase in the charter's rent payment due to market rate changes. The board unanimously voted to adopt the 2021-22 Charter Service Agreement.
    • Approve the ESSER III Expenditure Plan Draft: Thomas reported that our ESSER III fund and application are being manager by our Development Director Ron Breyne. Thomas shared that the school plans to use our fund allocation to upgrade the ventilation system and to hire SPED support staff.  The board unanimously voted to approve the ESSER III Expenditure Plan Draft.

    • Principal's Report:
    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 190 students.
    • 2021-22 School Year Operations: Brandy shared that we are working on re-engaging students and our attendance rate is currently averaging 60-70%.
    • Brandy shared that we are addressing high occurrences of negative student behaviors through behavior support plans. Brandy added that student mental health needs have risen to 80% this year.
    • Brandy shared that we have a high number of students enrolled on IEP or 504 plans and have setup quarterly meetings with the RPS Student Services team to discuss SPED case management.
    • Brandy reported that we are halfway through our interim student assessments, we held a spirit week last week, and are finalizing course details for trimester 2 which begins in late November.

    • Minutes:
    • The board unanimously approved the meeting minutes from the May 20, 2021 board meeting.
    • Adopt the 2021-22 Classified Pay Schedule:
    • Executive Director Thomas McGregor reported that the classified pay schedule was revised since the 1streading in May 2021 to include a 3% cola and 3%equity increase to classified staff rates.
    • The board unanimously voted to adopt the 2021-22Classified Pay Schedule.
    • Adopt the 2021-22 Student Handbook:
    • Thomas shared the changes to the student handbook are the removal of distance learning material, adding more language around masking, and updates to the strategic initiatives.
    • The board unanimously voted to adopt the 2021-22Student Handbook.
    • Adopt the 2021-22 Charter Services Agreement:
    • Thomas shared the charter services agreement is not complete at this time and will be sent to the board for an electronic vote.

    Charter Budget Report:

    • Thomas reported that at this time our enrollment number is higher than our projection and that he will have a full budget report out to the board by the end of month.

    Principal's Report:

    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 198 students.
    • 2021-22 School Year Wrap-up: Brandy shared that48 students from the Class of 2020 and Class of2021 participated in our graduation ceremony at the Stewart Park Halfshell. Brandy reported that our high school and middle school summer programing was successful, and it was nice to have over 60students participate.
    • 2021-22 School Year Operations: Brandy shared that we started this school year with a regular bell schedule and in-person classes. Students and staff are enjoying the Wednesday PBL Workshop classes and it is very nice to have everyone back in the building.

    • Minutes:
    • The board unanimously approved the meeting minutes from the April 15, 2021 board meeting.
    • 2021-22 Classified Pay Schedule-First Reading:
    • Executive Director Thomas McGregor shared the draft of the classified pay schedule organized to base steps on years of relative experience.
    • 2021-22 Phoenix Charter School Budget Adoption:
    • Thomas shared the budget and highlighted changes of note: ADM is budgeted at 200 students, a 3% cola for all staff, a 3% equity raise for classified staff, and an increase to the charter school's rent payment.
    • The board unanimously approved the 2021-22Phoenix Charter School Budget.

    REPORTS

    • 2021-22 School Education Program Plan:
    • Thomas shared that this document is a component of our charter contract with RPS and replaces the 28measure performance report used in previous years. The program plan covers core educational outcomes and will be presented to the RPS Board of Directors at their June meeting.

    Principal's Report:

    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 221 students.
    • 2020-21 School Year Operations: Brandy reported service continues to student cohorts divided by a Hybrid On-site instruction model and Comprehensive Distance Learning.
    • Graduation: Brandy shared that our graduation ceremony is scheduled for 06/08/21 at Stewart Park and will recognize 2020 and 2021 graduates.
    • Summer Programming: Brandy shared that we will be offering a 6 week summer session for current 7th-12th grade students.
    • 2021-22 School Year Strategies: Brandy shared that we are planning for next school year and are focusing on Project Based Learning (PBL), the Phoenix Flight Plan, and an updated course schedule.
    • Sanctuary Certification: Brandy shared that we are currently completing our pre-certification visit and have scheduled our onsite visit for June.
    • Accreditation: Brandy shared that we will be going through accreditation next year and have begun working with Cognia on the details.
    • GED Testing Site: Brandy shared that we are exploring becoming an official GED testing site to help with ease of testing for our students. There are many requirements to becoming a site so we are reviewing the technology requirements first.

    ACTION ITEMS

    • Minutes:
    • The board unanimously approved the meeting minutes from the March 18, 2021 board meeting.
    • Approve the Updated ODE Operational Blueprint:
    • Principal Brandy Osborn reported that ODE has made another update to the operational blueprint and has revised our ODE Operational Blueprint to reflect the following changes: students must maintain 3 feet of distance to other students (no changes in distancing for staff), we many now have volunteers on campus, and staff meetings may be conducted outdoors in-person (with physical distancing and mask wearing). The board unanimously voted to approve the updated ODE Operational Blueprint.

    REPORTS Financial Update:

    • Executive Director Thomas McGregor shared the quarter three revenue and expenditures report with the board and noted that our financial position is on target. Thomas also shared that we have received our completed Financial Audit from our accountants. The documents validated Phoenix ended 2019-20 with a strong net position as forecasted.

    Principal's Report:

    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 221 students.
    • 2020-21 School Year Operations Plan: Brandy reported that we are continuing in the hybrid on-site instruction model as well as Comprehensive Distance Learning. 
    • Student Testing: Brandy shared the federal government did not approve ODE's request for a waiver of the essential skills testing requirement. Brandy noted that we have prepared our testing lab for on-site essential skills testing as required and are mapping out testing for our students to have them completed by June.
    • Graduation: Brandy shared that our graduation committee has met and is looking for suitable outdoor venues to hold our graduation activities where we can have as traditional of a ceremony as possible, while keeping all required COVID precautions in place.
    • 2021-22 School Year Strategies: Brandy shared that we are working on a number of items for next school year including: Project Based Learning (PBL), the Phoenix Flight Plan (attendance, graduation, and post high school opportunities), and the course scheduled.

    ACTION ITEMS

    • o   Minutes:
    • The board unanimously approved the meeting minutes from the February 18, 2021 board meeting.

    o   Approve the Updated ODE Operational Blueprint:

    • Principal Brandy Osborn reported that ODE has made another update to the operational blueprint; the changes were primarily formatting to make the document accessible to e-readers, no changes have been made to our in-school practices.
    • Executive Director Thomas McGregor shared that we are the first charter high school in the state to re-open for hybrid on-site instruction and RPS is the first 6A size district to re-open for hybrid on-site as well. Thomas noted that we plan to continue hybrid on-site, with A & B cohorts, for the rest of the 2020-21 school year. The board unanimously voted to approve the updated ODE Operational Blueprint.

    o   Adopt the 'All Students Belong' Policy:

    • Brandy reported that the 'All Students Belong' policy was adopted in November 2020 by the RPS board and at that time Phoenix was included in that adoption. ODE policy has changed and they have asked charter schools to also adopt the policy at the school level. The board unanimously voted to adopt the 'All Students Belong' policy.

    REPORTS

    Principal's Report:

    • o   Enrollment: Principal Brandy Osborn reported that our current enrollment is 218 students.
    • o   2020-21 School Year Operations Plan: Brandy reported that we are continuing in the hybrid on-site instruction model, and we have been averaging 50 students attending each day, though that number has declined a bit as we head in to spring break. Brandy noted that we have not had any COVID-19 cases at our school, we hope to continue that trend.
    • o   Student Testing: Brandy shared that we started conducting our spring interim assessments last week. We are seeing grade level growth across our student population, notably in our 8th grade cohort. We are planning to administer essential skills testing in May unless we are told otherwise by ODE.
    • o   Graduation: Brandy shared that ODE will be releasing graduation guidance during spring break that will aid us in planning our graduation ceremony. We have upwards of 30 students who should be eligible for graduation this June.

     

    Financial Update:

    • Executive Director Thomas McGregor shared an end of year budget forecast with the board, noting that we hope to end the school year with a higher ADM rate than projected.

    • o   Minutes:
    • The board unanimously approved the meeting minutes from the January  21, 2021 board meeting.
    • o   Approve the Updated ODE Operational Blueprint:
    • Principal Brandy Osborn reported that we had revised our operational blueprint due to an update by ODE. The board requested more time to read through the changes and will complete an electronic vote next week.

    REPORTS

    Principal's Report:

    • o   Enrollment: Principal Brandy Osborn reported that our current enrollment is 204 students, of those students, 138 are enrolled in hybrid on-site instruction and 66 are enrolled in comprehensive distance learning (CDL).
    • o   2020-21 School Year Operations Plan: Brandy reported that we started hybrid on-site instruction on02/01/21 and instruction is going well. Teachers are teaching in-person and online simultaneously, and we are working on technology challenges as they arise. Brandy reported that hybrid on-site students and staff are happy to be back in the building. Brandy noted that some of our CDL students are not engaging with their coursework as much as they were earlier in the year so she is building in extra supports for them.

    Financial Update:

    • Executive Director Thomas McGregor reported that we are meeting our budget goals in quarter three and have seen some savings in staff FTE due to not opening for hybrid on-site earlier in the school year. Thomas reported that we are expecting $175,000 in ESSR funds this year which may be used for health and safety improvements, as well as technology, to increase access for students.

    District Report:

    • RPS Director of Student Services, Rick Burton, reported that the district's hybrid plan for high school students was planned around the learning needs of their students and that starting next week students enrolled in the Developmental Learning Center (DLC) will be on a 4 day a week schedule.
    • Rick B. reported that he was able to visit the Phoenix campus last week and was pleased to see all of the PPE and safety precautions in place.
    • Rick B. reported that Phoenix Charter School's SPED Teacher, Tyler Parsons, spent a day with RPS SPED Staff at the district office and was able to learn about district procedures to support his work with SPED students enrolled at Phoenix.

    ACTION ITEMS

    Minutes:

    • The board unanimously approved the meeting minutes from the December 17, 2020 board meeting.
    • Approve Opening for Hybrid On-Site Instruction:
    • Principal Brandy Osborn reported that though we planned to open for hybrid on-site on 01/25/21, RPS decided to not open high schools until our county met advisory metrics for COVID-19 cases. Brandy reported that we would like to open for hybrid on-site when our county meets advisory metrics. The board unanimously voted to open for hybrid on-site instruction once our county meets metrics.

    Approve PERS Retirement for Staff Member:

    • Social Studies Teacher Melanie Morrow submitted a request to retire for PERS purposes in June 2020 and remain employed next school year. The board unanimously approve Melanie Morrow's retirement for PERS purposes.

     

    REPORTS

    Principal's Report:

    • o      Enrollment:
    • Principal Brandy Osborn reported that our current enrollment is 211 students.

     

    o      2020-21 School Year Operations:

    • Brandy reported that we are contacting students to determine if they would like to move to hybrid onsite instruction or remain in CDL instruction; currently our numbers are 50% hybrid, 25% CDL, 5% unsure, and 20% no response.
    • Financial Update:Executive Director Thomas McGregor shared our current financials, noting that we are meeting our budget goals. Thomas reported that we have not received our annual non-profit audit due to a personal delay with our accountant, RPS and ODE have been notified of the delay.
    • 2020 Annual Charter Review for RPS Board: Brandy and Thomas shared the presentation they will present to the RPS Board of Directors at their next board meeting. The presentation highlights Phoenix's current progress and plans for the future.
    • District Report: RPS Director of Student Services, Rick Burton, reported on an ODE and district leadership meeting where officials spoke about current COVID-19 trends for our state. Rick B. shared that our state's COVID-19 case rate is the 2nd lowest for all US states, and they attribute that to the social pauses and protective measures. Rick B. noted that they highlighted "COVID fatigue" as a reason for some increases in case rates and they advised schools to remain diligent with their precautions.

    • The board unanimously approved the meeting minutes from the November 19, 2020 board meeting.

     

    Adoption of the Revised Phoenix Charter School Employee Manual:

    • The final draft of the revised employee manual was presented to the board for review. Principal Brandy Osborn noted that she had received feedback from board members that she incorporated and noted that there are four new policies and four policies that received substantial updates. The board unanimously voted to adopt the revised employee manual.

    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 204 students.
    • 2020-21 School Year Operations: Brandy reported that trimester one is complete and unfortunately, we are seeing more failing grades than usual, but noted that this is a statewide trend. Brandy shared graphics with the board showing student grade achievement over the last three years that illustrated that our students' grades were improving before the COVID-19 pandemic occurred.
    • Brandy reported that we are currently operating in a Comprehensive Distance Learning Model (CDL) due to county COVID-19 metrics.

    District Report:

    • RPS Director of Student Services, Rick Burton, reported that most RPS schools will start Limited In-Person Instruction (LIPI) in the new year, the projected date for MS and HS LIPI is January 13, 2021. Rick explained that the cohorts will be small with just 5-10 students and those students will be identified by teachers or families as needing in-person instruction due to specific learning needs. Rick added that the LIPI school day will be from 11:30am-1pm and will be limited due to size and bus capabilities.

    • Minutes:
    • The board unanimously approved the meeting minutes from the October 14, 2020 board meeting.

    First Reading of the Revised Phoenix Charter School Employee Manual:

    • The revised employee manual was presented to the board for review. The board unanimously voted to accept two new policies, PNL 617Emergency Paid Sick Leave Policy (COVID-19) and PNL 618 Emergency Paid Sick Leave Policy (COVID-19). The board will table the remaining policies until the next meeting.

    REPORTS Principal's Report:

    • o   Enrollment: Principal Brandy Osborn reported that our current enrollment is 199 students.
    • o   2020-21 School Year Operations: Brandy reported that newly released ODE guidance for school year operations indicates that state testing for Math and English Language Arts will be required for 11th grade students.
    • Brandy reported that we are currently operating in a Comprehensive Distance Learning Model (CDL) due to county COVID-19 metrics. We are continuing with our hybrid on-site preparation and plan and we will be ready to implement that learning model when deemed safe by ODE, OHA, RPS, and the Phoenix Charter School Board
    • Brandy reported that student engagement levels are steady, and we have 92% of our students connected through our CDL instructional model. Brandy added that we have a small number of students that have been difficult to re-engage, but we have staff working diligently to connect with them. Brandy added that trimester one is ending next week and we are expecting student grades to be impacted by the pandemic, our mid-term progress reports showed a higher volume of not passing grades and that this trend is being seen across Oregon.

    ACTION ITEMS
    •    Minutes:
    The board unanimously approved the meeting minutes from the September 17, 2020 board meeting.

    • 2020-2025 Charter Contract with RPS:
    • The final reading of the proposed charter contract between Phoenix Charter School and Roseburg Public Schools was presented to the board. The charter contract has been approved by both agencies' legal counsel and leadership teams. The board unanimously voted to accept the charter contract as presented.
    • Recommendation to the Corporation Board to Accept the 2020-2025 Charter Contract:
    • The board unanimously approved to forward their recommendation to adopt the 2020-25 Charter School Contract with Roseburg Public schools to the Phoenix Corporation Board.
    • 2020-21 Charter & Corporation Service Agreement:
    • The Charter and Corporation Service Agreement was presented to the board. The agreement includes the building rent and related administrative services that the charter will be responsible for in the 2020-21 year. Board Member Laurie Newton recommended that we accept the agreement as presented and reexamine our insurance rates prior to next year. The board unanimously voted to adopt the 2020-21 charter and corporation service agreement as presented.

    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 194 students.
    • 2020-21 School Year Operations: Brandy reported that the biggest challenge we are seeing right now in Comprehensive Distance Learning is device and internet access with some families as we are currently waiting on a shipment of computers that has been backordered.
    • Brandy reported that we are continuing with our hybrid on-site preparation and plan and we will be ready to implement that learning model when deemed safe by ODE, OHA, RPS and the Phoenix Charter School Board.

    • The 2020-21 budget has been revised in the areas of ADM and the reduction of the SIA Grant to 31% of original projection due to changes by ODE. The board unanimously approved the

    • Principal's Report:
    • Enrollment: Principal Brandy Osborn reported that our current enrollment is 187 students. We are seeking more 8th grade students at this time, the Early Warning System meetings to identify 8th grade students who would benefit from a placement at Phoenix did not occur this spring due to COVID-19.
    • Graduation: Brandy reported that Phoenix Charter School had 46 students graduate in the 2019-20 school year. We plan to include our2020 graduates in the June 2021 graduation ceremony.
    • 2020-21 School Year Operations Plan: Brandy reported that students and teachers are connecting daily through our Comprehensive Distance Learning model in Canvas and Teams. Further staff training in Canvas will occur throughout the trimester and we plan to start trimester two in a SE Instructional Model (Engage, Explore, Explain, Elaborate, & Evaluate).
    • District Report:
    • RPS Director of Student Services Rick Burton reported that the RPS Superintendent & RPS Board are currently planning on starting in-person instruction for K-3rd grade in October, followed by 4th-5th grades, and then 6th-12th grades in November as long as state COVID-19 metrics are being met. Meals are being served through bus routes for district students thanks to RPS Food Services Director Kyle Micken's coordination and leadership.

    • The board unanimously approved the meeting minutes from the May 21, 2020 board meeting.

    REPORTS

    • Principal's Report:
    • Enrollment: Principal Brandy Osborn reported that we ended the school year with 181 students enrolled and that we were able to maintain connections with 93% of those students in our Distance Learning for All online platform.
    • Graduation: Brandy reported that Phoenix Charter School had 42 students graduate this school year and 7 students that plan to finish their diploma this summer.
    • 2020-21 School Year Operations Plan: Brandy reported that operations planning is underway using guidance provided by ODE and we are working with Roseburg Public Schools Leadership as we develop our school year plan. Brandy added that transportation will be a major factor to consider as we plan our approach to hybrid onsite learning options.
    • Additionally, Brandy let the board know that we selected Canvas as our learning management system for next year which will help our teachers to deliver content rich classes virtually.

    Charter Sponsorship Renewal:

    • Executive Director Thomas McGregor shared that the RPS Board of Directors voted 4-1 to renew Phoenix's Charter Sponsorship with the district and will begin negotiations on the new contract as soon as possible.
    • 2019-20 Charter Budget End Balance:
    • Executive Director Thomas McGregor reported that he and Business Manager Shawna Gibson are calculating our budget ending figures and we will close that fiscal year with a positive balance. Thomas noted that he is pleased given the challenges of the pandemic.
